Laroute is a leader in the Russian FSU oil services sector; the company provides 24/7 in line additive injection services to the oil trade on a 24/7 basis. We operate primarily in export ports from the Former Soviet Union; with services in some European ports. The Laroute service is unique; no other company has the same geographical coverage, available stocks, equipment and port access in the FSU area. The problems to be resolved are mainly due either to handling difficulties or to contractual requirements, which need to be met by our customers. The oil trade?s problems largely occur due to the FSU?s transport network and the refineries inability to finish its products to European standard. The transport difficulties originate from all areas of the logistics link; pipelines, railways, river barges and road tankers. Any benefit from producing higher specification grades, such as ultra low sulphur diesel (ULSD), is often lost due to the poor segregation within the transport or storage system. For example, a Russian refiner who can produce ULSD-EN590 winter spec to minus 25?C CFPP will find it hard to reap any benefit because there are practically no transport and storage systems which can fully segregate this grade from the refinery gates, through the transport system, to FOB vessel?s manifiold at an export point. Laroute understand the logistics problems and can provide solutions whether they be for handling difficulties or contractual reasons. The FSU?s refineries are undergoing modernisation in order to keep up with the world?s changing needs for more performant and less polluant fuels. Sulphur levels in fuels are falling every year. In Europe, sulphur levels in gasoil are now down to 10 ppm with effect from January 2005. In the US the same restrictions for sulphur will follow one year later in 2006. This lowering in sulphur level in gasoil brings about the need to control the lubricity of the fuel. The refinery upgrades alter the cold property profile of the gasoils due to the change in the boiling range of the new gasoil. At the lower end of the barrel, fuel oil profiles are also changing as more and more mid distillates are squeezed from the refining process; resulting in higher pour point fuels which are harder to treat for pour point and which are harder to demulsify once the water levels rise.
